Pattaya film production crew on set
Pattaya & Chonburi Province · UNESCO Candidacy 2027

City
of Film.

For four decades, Pattaya and Chonburi Province have been the silent stage for the world's most compelling stories. The time has come to step into the frame.

A region that has always been cinematic.

From Oscar-winning productions set in Chonburi's landscapes to global Netflix originals filmed on Pattaya's iconic streets — this province has served as the backdrop for stories seen by hundreds of millions of people worldwide. What it has never had is the institutional recognition to match that reality.

The UNESCO Creative City of Film 2027 candidacy is not an aspiration. It is a formal declaration of what Pattaya already is — backed by documented production history, active infrastructure, a youth filmmaking academy, and six decades of international cinema.

"We do not ask for permission to be a city of film. We present the evidence — and the world sees what was always already there."

The Formal Bid

Why Pattaya. Why Now. Why Inevitable.

Every UNESCO Creative City of Film designation rests on three pillars: a documented production history, active cultural infrastructure, and a commitment to the next generation of filmmakers. Pattaya satisfies all three — with evidence, not ambition.

01.
Production history: Confirmed international productions spanning 1984 to 2024, including Hollywood, Netflix, Bollywood, and Korean entertainment.
02.
Active infrastructure: PEACH Convention Centre, professional production companies in-city, and Thailand's 30% film incentive programme.
03.
Future pipeline: The BESK Youth Filmmaking Academy, the Small Directors, Big Visions Dubai exchange, and direct support from the Mayor of Pattaya.

The Youth Filmmaking Academy

Small Directors,
Big Visions.

The BESK Youth Filmmaking Academy is Pattaya's private-sector commitment to the UNESCO process. Young Thai filmmakers — including students with disabilities — receive access to RED 8K cinema workflows, directing fundamentals, and the Pattaya to Dubai international co-production exchange. The resulting documentary is co-owned by both cities and distributed internationally.

Programme 01
RED 8K Production Training
Professional cinema workflow access taught on the same equipment used by international productions in Thailand.
Programme 02
Pattaya → Dubai Exchange
Thai youth document Dubai's City of the Future. The footage becomes a co-production for streaming and airline inflight platforms.
Programme 03
Inclusive Filmmaking Initiative
A dedicated programme for students with physical disabilities — access to cinematic tools rarely available in Southeast Asia.
Programme 04
City of Film Festival
An annual screening and awards event showcasing Academy output and hosting international guests from the global film industry.

"The camera has always been pointing here. Pattaya simply had not yet stepped into its own frame."
